Does God rule over the heavenly beings through human beings?
I think I came across this idea through the Bible Project, but I could be wrong.
It's worth noting that there doesn't seem to be any explicit mention in the Bible of God caring for and governing the heavenly beings through humans.
So did God also create humans to participate in the care and administration of the heavenly beings?

I don't know any scripture that talks about that God uses humans now to rule over heavenly beings.
But about the future there is 1 Corinthians 6:3:
Know ye not that we shall judge angels? ...
Since we are human beings and angels are heavenly beings, i would answer that question with yes, he will in the future (then there is the question if there really is time outside heaven and earth (the universe), but that is a different topic).
